what is the One-Time-Use in the Assertion conditions

You’ll find this described in the SAML specification “saml-core-2.0-os” document. It says:
“In general, relying parties may choose to retain assertions, or the information they contain in some other form, for reuse. The condition element allows an authority to indicate that the information in the assertion is likely to change very soon and fresh information should be obtained for each use.”
In our experience, this condition is rarely used.
