There is no SAML Configuration error

I am getting “There is no SAML Configuration” found error when deploying to test. the config file is right in the root directory and does have permissions to IIS User. What could be the issue,

Do you mean the root directory of the application?
The SAML log should provide more information.
Could you please paste the beginning of the log through to where the error occurs?
